The certification program focuses on the inspection, repair, alteration, and reconstruction of steel-made storage tanks, which tend to be erected above ground.

The API 653 program aims to produce a unified national standard for regulating aboveground storage tanks, thereby supporting local and state governments in their regulatory efforts.

The API issues the API 653 certification to the individual, which is valid for three years and requires recertification after that.
